In the context of South Africa, Public Participation is a Constitutional imperative. In order to give effect to the constitutional proviions, a number of National Legislations has been developed in South Africa. They include, The Municipal Structures Act 117 of 1998, Municipal Systems Act 32 of 2000 and Municipal Finance Management Act 56 of 2003 to mention but a few. These Acts provides the regulatory framework within which public participation should occur. Of these Acts, It is the Municipal Structures Act of 1998 which provides explicitly for the roles and responsibilities of Ward Committees in influencing Public Participation. This book therefore looks into Motherwell Township in, Port Elizabeth, South Africa as a case in point. It establishes through scientific research the extent, challenges and possible solutions to be employed in ensuring Ward Committees fulfil their roles effectively and efficiently.
