Le professeur Rouillard s'intéresse aux réformes politico-administratives de l'État canadien (niveaux fédéral et québécois), notamment à travers l'étude de la mise en oeuvre des cadres de gestion, des lois structurantes et autres innovations managérielles. Afin de proposer une réflexion théorique et pratique aussi large que possible, sa recherche vise à établir des liens entre les dimensions interne et externe de la gouvernance, à savoir la modernisation de la gestion publique, ainsi que les relations entre l'État et les communautés et réseaux d'intéressés (stakeholders). Ses activités de recherche reposent sur le postulat que toute réforme administrative affecte la capacité et l'autonomie étatiques et, par-delà, que l'étude de la première s'enrichit d'être conjuguée à celle des secondes.
