One is coming from the Prussian nature of physical training - education, i.e. educating the subject contains short, exact instructions, strict "drilling", commanded by snappish soldier like nature. The other reason can be traced back to the fact that this subject has been left alone in solving the tasks of physical training, its values has become secondary as compared to other fields of education. Effect of the latter can be perceived in the whole society as from the family background through school education, leisure time habits of adults. Slight shift can be experienced from this dead point from the '90-ies, however this change is going ahead very slowly.
