The National Reading Expert Committee issued a report in 2000 that responded to a congressional mandate to help parents, teachers, and policymakers identify key skills and methods for achieving reading. The committee reviewed research in reading instruction with a focus on the critical years from kindergarten through third grade. And identify methods related to continued success in reading. The committee reviewed more than 100,000 studies, and through a carefully developed examination procedure, the members of the research team met several important criteria that the book addresses in analysis and commentary.
