Municipal debt is an inhibiting factor that not only affects the municipal fiscal position but also do have numerous consequences for the delivery of consumer services as constitutionally mandated. Payment of property rates has continued to be a prevalent issue among the residential leaseholders in South African municipalities. This study tried to identify the possible causes of defaults and non-payment of property rates and to proffer solutions to minimise and recover debts. This book may help municipalities in the management of debts that may accrue in the payment practices by residents.
