Governments need to partner with non-profit private sector so as to utilize opportunities inherent in synergy for comprehensive development and service delivery for their people. Although partnership is acknowledged, clear strategies for fostering partnership are rudimentary or missing. This research on partnership reveals policy and processes for building partnership between Local Governments Authorities and Non-Governmental organisations are absent. Weak coordination mechanism, lack of transparency, participation, respect and mistrust prevent partnership growth. Bad governance, dishonest and collusion by senior leaders are sources of poor accountability. This book illustrates a five step model that guides governments, NGOs, non-profit private and business sectors and academicians to decide on coordination and collaboration mechanisms, initiate partnership, develop shared plans and monitor partnership performance. It puts forward concepts, approaches and key elements of partnership. Memorandum of understanding which clarifies roles and responsibilities of partners is a prerequisite for productive partnerships.
