In a third world nation like India, owing to the hangover of distrust from an alien dispensation of the past, the problem of the mutuality of the perception of the role of bureaucracy and of the citizen has assumed great significance. The social demands and needs led to the expansion of the administration. New areas of administration opened up and services are set-up to meet the merging requirements. So the points of contact between the citizen and bureaucracy have been increasing, be it is central, state or local government. It is against this back ground that the present study aims at investigating the perceptions of citizens and bureaucracy towards each other and attempts to find out the extent of the gap between the two.
