Karl Joseph Hill holds a certificate of Completion and Competency in Architectural Technology from El Camino College and a 1981 graduate of California State Polytechnic University Pomona with a Bachelor of Science in Urban Planning. He also received a Masters of Public Administration from California State University Fullerton in 1996. He continues to practice in the field of urban planning as he has for the past 30 years. He is married with two children. Scott Thomas Lowe is a character illustrator and has worked in the field of public works water services division for over 25 years. He is married with one child.
