Due to the brevity of this document, the conclusion and recommendations serve as a departure point for further debate and elaboration. This monograph directly supports Secretary Rumsfeld's views outlined in the Department of Defense's Transformation Planning Guidance of April 2003. It will provide a solution for achieving true joint team play thru a more time responsive, capable, and highly effective military organization.
