The second is the background to the formation and use of legal norms to regulate the institutional aspects and business activities of BMT in Surakarta, which are suspected to result from the counter hegemonic movement. From the institutional aspect, the BMTs were in the form of savings and loan business units from cooperatives and arranged their institutions based on the syirkah system. Meanwhile, the differences in several aspects in the BMTs were due to dissimilarities in the process of cultural penetration in the counter hegemonic movement that occurred. The process of cultural penetration is a consequence of BMT founders and managers' independence in maintaining their own ideology, as well as the ability to define their own consciousness.
