Theoretical by way of changes made in the NHA framework for combining the concepts of financing and decentralization. The fluidity in terms of the definitions can be further probed and challenged.

Dr. Hemang Shah is currently working as Surveillance Medical Officer with WHO, India in its National Polio Surveillance Project (NPSP). Before joining NPSP he had completed his Masters in Health Administration from Tata Institute of Social Sciences and Bachelors in Medicine and Surgery from Baroda Medical College, India.
