This book analyzes the level of independency of Kyrgyz Parliament by showing the interaction of legislative branch of power with other power branches including President. Basic concepts of parliamentary system in the world will be used for comparison with Kyrgyz parliamentarism. The focus will be on constitutional framework of parliament, domination of president over decision-making in practice and concept of parliamentary systems in the world. The study finds that despite Kyrgyzstan was officially transformed from presidential and semi-presidential systems to parliamentary form of political system, according to some parliament members and experts, current political system does not conform principles of parliamentary system. Engagement of president in decision-making, weak constitutional framework of legislature and behavior of parliament representatives are considered as obstacles in making strong parliamentary system in Kyrgyzstan.
