Dr Leibbrandt has 25 years local government experience at senior management level and served inter alia as CEO of Kempton Park Tembisa Local municipality and as Chief Operating Officer (COO) of the Ekurhuleni Metropolitan Municipality which has an annual budget of R25 billion (USD 2.5) and serves 3 million residents.
