This work did a comparative performance evaluation of Agricultural Development Programmes (ADPs) of Abia and Enugu States, Nigeria; with particular focus on extension service delivery in the study areas between 2006 and 2008. It also examined factors which influenced performance of the ADPs in South-Eastern Zone, Nigeria. Two hypotheses were set and tested in this study. The results generally indicated that there was gradual decline in the performance of extension activities in the study area.Despite the funding problems, the two State ADPs were able to carry out some extension activities though they were not provided with adequate resources, While Analysis of the Hypotheses showed that out of the 11 extension performance indices measured in the two State ADPs, three showed significant difference at 5% Level. The work therefore recommended among others that government should make haste to employ more well trained extension staff to enhance extension service delivery and also revive and sustain grassroots' agricultural production and rural development. The work should help planning and implementation strategies of agricultural/rural development programs to reach the target audience.
