" Lawrence (Larry) Walters fell in love with public service while living in and working for small towns in Utah. He dug ditches, fought fires, read water meters, fixed power lines, drove snowplows, and loved every minute of it. The satisfaction that came each day from serving the public prompted Larry to go back to school and become more effective in his public service. He earned a bachelor's degree from Brigham Young University and a PhD from the University of Pennsylvania. For the past forty-five years, he has devoted his professional life to training public servants and building more effective governments. Larry is passionate about good government. He has advised governments and trained government officials on five continents and at all levels, from international organizations and national governments to states and small towns. His career has included time spent as a city manager and a Utah State tax commissioner. He spent thirty years as a professor and graduate program director at Brigham Young University and George Mason University. Larry has published four books and seventy articles and research reports on tax issues, environmental management, education finance, and productivity analysis. In this book, Larry turns his attention and local government experience to building a Zion society. Larry and his wife, Carol, have seven children and twelve grandchildren spread across the country and the world. "
