Fundamental to the promotion of sustainable development (SD) is the integration of policy for SD into all governmental sectors. The objective of this study was to compare how policy for SD is integrated in formal primary education in Norway and Scotland. Using qualitative research methods of formative policy analysis, the study compare three key aspects of the vertical dimension of environmental policy integration in the education sector: a) policy for SD as set out in the countries principles of sustainable development, b) the countries official curriculum for primary education and c) the practical application in schools. The findings show that although the integration of policy for SD in the formal curricula differs, the actual implementation in schools is very similar.
