MEENA BOSE is Assistant Professor of Political Science at the United States Military Academy at West Point. She is the author of Shaping and Signaling Presidential Policy: The National Security Decision Making of Eisenhower and Kennedy (1998). ROSANNA PEROTTI is Associate Professor of Political Science at Hofstra University. She has published on U.S. immigration policy in International Migration Review and The Annals of the American Academy of Political and Social Sciences.
