This research studies the building of Smart City Innovation in the BMC of Cameroon and the VMC in Lithuania over the last five years (2013-2017). The core purpose of this research is to show the innovation process of the Buea Municipal Council in Cameroon (BMC), Vilnius Municipal Council (VMC) in Lithuania and to understand how the inhabitants of the cities have been benefiting from their environment whether positively or negatively. Hence, the creation of new policy for regional development, Social capital, partnership, entrepreneurship, non-governmental organizations in Cameroon as well as Lithuania has brought tremendous assistants to the economy. It is assisting the countries to realize their 2020 and 2035 vision of economic innovations, while Research and networking aid development by linking people together through communication such as the social media and cell phones which therefore creates strong social capital. Nevertheless, some hard barriers separate the BMC and the VMC from their smart city innovational development such barriers include poor leadership, little finances obtained from the central government, bribery and corruption.
