This book is the outcome of the two months research visit to Department of Public Administration,Tallinn University of Technology,Estonia supported by the Doctoral Studies and Internationalization Programme (DoRa) of the Archimedes Foundation for Higher Education Development,Government of Estonia. The research objective was to analyze the growth and development of ICT and e-governance in Estonia with special focus on the successes and challenges at the end of 2012. But the final outcome contains a broader narration of the growth, development and present scenario of the e-governance in Estonia and its sectors of e-services, m-services, ICT social capital, private IT sector and the internationalization efforts. The methodology adopted was desk-based research with review of literature, analysis of the reports, surveys and other private and public documents. Apart from desk-based research, opinions of the Estonian academics, government officials, domain experts, private sector, industry body, foundations are also incorporated.

Mithun Barua is the officer in Government of West Bengal, India and PhD student at Thapar University, Patiala, Punjab, India. The research area is E- Government, Technology Management and Public Policy. The author had completed two months research visit at Tallinn University of Technology, Estonia on Estonian Government scholarship.
