In this study Public Regional Television (PR-TV) is seen as services belonging to communities, owned and managed by the public. The study is about the feasibility and viability of regional television services within the North West Province of South Africa. There is no model yet for implementation in the North West Province. Regional television services need approaches that build up to broadcasting knowledge within communities and take into account the needs for local content and different cultures of South Africa. The approach needs to address South African context and languages in broadcasting.

Ndivhoniswani Aaron Tshidzumba was born on the 17 September 1969 at Siloam Hospital, Dzanani-Venda in Limpopo Province, South Africa . After completing his matriculation at Vhulaudzi High School,he went to the University of Venda to study B A degree and U.E.D (University Teachers Diploma)1990-1994. BA HON,MA,PhD Communication,North West University.
