With pilot objectives for the whole national, Hai Phong port that is a port with the largest quantity of cargo in the North of Vietnam, having a full and safe system of equipment and infrastructure, suitable for international transport and trading methods. So, Hai Phong port has pilot conditions for the implementation of the new model.

Bui Ba Khiem was born in Haiphong, Vietnam, 1981. He received his master¿s degree in regional economics in Vietnam Maritime University, in 2007. He received his doctor¿s degree in regional economics in University of Transport and Communications, in 2013. His researches fields are regional manage economy, sea port and logistics.
