Provincial government and administration in Zimbabwe with reference to the administration of the Manicaland Provincial Authority, which is my book, has not been studied before. The study thus ventures into a new specialized area. It provides a systematic analysis of the second tier- system of government in a unitary state. It is a timely and unique book which comprehensively analyzes the nature of governmental structures, institutions, actions, dynamics and processes in a three tier governmental system in Zimbabwe, only nearly four decades after attaining independence in April 1980. The study sets out to provide a systematic understanding of the concepts of provincial government and administration and the inconceivably momentous, long range implications for the governance theories and practices in Zimbabwe. Firstly, the Zimbabwean citizen is now confronted by a three tier governmental system, namely, (a) the central government at the top; (b) the eight (8) provincial (non-metropolitan) and two (2) metropolitan councils in the middle; and various local authorities at the bottom.
