Monica L. Heppel is Assistant Professor of Anthropology at Mount Vernon College in Washington, D.C. and Director of Research for the Commission on Agricultural Workers established by the Immigration Reform and Control Act of 1986. Sandra L. Amendola is an anthropologist currently working on a Department of Health and Human Services project monitoring the State Legalization Impact Assistance Grants (SLIAG) Program established through IRCA.
