Developing countries participating in the UNFCCC's REDD+ mechanism need a national level measurement, reporting, and verification system to ensure real, measurable and transparent greenhouse gas (GHG) emission reductions or removals. A robust and comprehensive national MRV system will ensure the quality GHG emission reductions or removals along with environmental integrity and credibility. Nepal's REDD Readiness Preparation Proposal (RPP) 2010 has envisioned a hybrid approach including both MRV at national and sub-national levels for REDD+ implementation. International Centre for Mountain Development (ICIMOD), Asia Network for Sustainable Agrobiodiversity (ANSAB), and Federation of Community Forest Users Nepal (FECOFUN) initiated and implemented the first REDD+ pilot project with the participation of 105 Community Forest User Groups (CFUG) with financial support (seed grant funds) from Norwegian's Assistance for Development (NORAD) in 2010.
