At issue is the role customer discipline plays in the planning and execution of air mobility support for the deployment phase of JOPES. The purpose of the research is to identify the critical junctures during the planning and execution process on which customers, facilitators, and providers should focus their discipline and apply their controls to ensure success. The deployment phase provides absolute proof in regards to the exercise of discipline, or lack there of, by the customer. Operations Just Cause and Desert Shield will be examined to provide an historical perspective and support to the issue.
