This paper analyzes a number of policy choices available to Israeli decision-makers in response to the threat of terror emanating from Gaza. The paper discusses advantages and disadvantages of each approach listed, and their specific usage in the context of the Israeli counter-terror effort. Finally, an alternative is presented based upon a rational-actor decision-making scheme which attempts to evaluate the effect that each bundle of choices by Israel has on the decision-makers at the top of a terror group s hierarchy, each of which competes with one another for support and recruitment.

He has interned for the AIC and JCPA and was Middle East Chief for Wikistrat and editor of the WIIS Israel ME Journal. He teaches debate and Model UN. Steven has traveled to Egypt, Jordan, Morocco, Turkey, Bahrain and the UAE. He and his wife live in Israel.
