In Nigeria,the past two decades have witnessed gradual shifts from the hitherto centralised to a more decentralised structure in the management of educational services. There has also, been a paradigm shift from state monopoly of control to private sector interventions in the provision/management of educational services at all levels. These are the results of government's relaxation of control {deregulation)and invitation of the private sector and community to participate in educational management. All these have been done without an evaluation of the capacity of the regime to assure good quality education.
