Pascal Kagete is the former head of the National assessment Centre at the Kenya National Exams Council, whose responsibilities included the establishment of The National Assessment System for Monitoring Learner Achievement in Kenya and conducted SACMEQ III project. He holds an M. Ed degree in Measurements & Evaluation from the University of Nairobi
