Good legislative drafting, combined with appropriate information technologies, can provide all stakeholders with the legal information they need, and in particular can enable citizens to identify precisely their rights and obligations and courts to enforce the laws effectively, thereby improving governance in the nation. Members of civil society, parliamentarians, legislators, constituents and other stakeholders would stand to benefit from information on how an e-parliament modelcan improve checks and balances in government and create opportunities to realize access to information and accountability.
