The book is an in-dept investigation of the level to which the capacities of construction craftsmen were utilized by their public sector employers in Nigeria.It was found that though the employers had work plans,the workers were not given any appreciable quantum of work to do most of the time for the 10-year period covered by the research, yet the employees were fully paid. The work done by the workers were quantified annually on departmental basis.This value was compared with the wage bills of the workers and the work output values were found to be infinitesimal proportions of the wage bills.It was further discovered that the employers were prosecuting certain hidden agenda by intentionally giving insufficient jobs to the workers. The workers were equally found to be dis-satisfied by this arrangement as it does not allow them to put to practice their trades.The employers gave out the same work by contracts to outsiders (practitioners in the private sector)and most likely at exorbitant rates
