The Authors PHYLLIS KAPLAN, PH.D., directs the Special Education Mild/Moderate Credential Program of the Educational Psychology Department at California State University, East Bay. VIRGINIA ROGERS is a former special education teacher, school psychologist, and director of the special education intern grant at California State University, East Bay. RANDE WEBSTER, ED.D., is associate professor of education and director of Special Education Credential Programs at Dominican University of California.
