Major Richard G. Horn United States Air Force-Retired Richard G. Horn enlisted in the Air Force in 1978 with an associate's degree. After being trained as an administrative specialist, Charleston AFB, SC, he obtained his third year of college and was accepted into the air force "Bootstrap" program. He then attended Charleston Southern University, where he received his bachelor of science degree in business management in 1980. In 1983, he was accepted to Officer's Training School (OTS), Lackland AFB, TX, and was commissioned 2nd Lieutenant in Dec, 1983. Jun 86-Mar 87: Manufacturing/Production Officer for C-130 and F-16 aircraft, Korean Air Lines, Detachment 28, Kim Hae, Korea. Apr 87-Feb 89: Manufacturing/Production Officer for T-56, F-4, and F-100 engine overhaul, Samsung Aerospace, Operating Location-Changwon, Korea. Promoted to Captain, 13 Dec 87. Mar 89-May 89: Graduated from the Central Systems Level Contracting School, Lowry AFB, CO. (Trained in procurement of major weapon systems) Jun 89-Dec 92: Acquisition Officer, Engineering Installation Wing (EIW), Tinker AFB, OK. Performed cradle-to-grave contracting actions for communications equipment DoD wide. Jan 93-Jul 00: Accepted into the Individual Mobilization Augmentee (IMA) program, Aircraft Contracting Division, Tinker AFB, OK. Promoted to Major, Apr, 1996 and Certified Level II Acquisition Professional, Jul, 1999. Aug 00-Jul 02: Selected as Exercise Project Officer, Inspector General Readiness Section, Tinker AFB, OK. Aug 02-Dec 03: Served in the Acquisition Center of Excellence office and was the Air Force's first Commodity Council Chairman, Tinker AFB, OK.
