This study assesses the resurging role of ICT in development based on the experiences of Uganda and Zimbabwe. Receiving and applying information is critical to the acquisition and generation of knowledge and clarifying different facets of this new technology is critical. Because knowledge matters, understanding how people and societies acquire and use knowledge and why they sometimes fail to do so is essential to improving people s lives, especially the lives of the poorest. The idea of technology as a solution and therefore as development can be seen in the vast interest to acquire as much technology as is possible. But many people have been asking the question,,,how should the role of technology in development be understood. Thus enhanced understanding of this technology in development is still a prerequisite especially in the circumstances of developing countries.

Dr Tapiwa Clapperton Kamuruko is a social scientist with the United Nations and is based in Bonn, Germany. He has broad experience in the field of development especially in the design of development programmes, monitoring and evaluation. He has been involved with good governance and human rights initiatives in many countries of Africa and Asia.
