Adopted at the 24th Session of the Third Congress of the Communist International, 12 July 1921, from the Third Congress of the Comintern 1921. The organization of the party must be adapted to the conditions and purpose of its activity. The Communist Party should be the vanguard, the front-line troops of the proletariat, leading in all phases of its revolutionary class struggle and the subsequent transitional period toward the realization of socialism, the first stage of communist society. According to Vladimir Lenin, the purpose of the vanguard party is to establish a dictatorship of the proletariat; supported by the working class. The change of ruling class, from the bourgeoisie to the proletariat, makes possible the full development of socialism.
