VE methodology is anticipated to help charitable and professional institutions in performing low cost housing. In poor countries, like the Gaza Strip, VE will contribute in utilizing the limited financial resources allocated for housing to serve larger number of beneficiaries as well as improving the housing projects. To achieve this aim, the author presents models to serve application of the methodology and applies the methodology on a case study for further clarification and validation of the methodology. A real-life case study was studied and the methodology was applied where improvement of the project and cost saving of 17% were achieved.
