Democracy does not guarantee that citizens will have a better life. But it does reduce the risks that in an autocracy they will suffer at the hands of corrupt rulers who violate their rights, with no opportunity for a peaceful change of power. Why and how exactly has Russia shifted over the past three decades from a communist regime not to democracy but to a new personalist authoritarianism? Post-communist Russia has not been able to cope with the "simultaneous dilemma" of having to face the challenges of democratization, market reforms, and changing the nation-state structure of the country. Low involvement of citizens in politics helped Russian political actors to build an authoritarian regime and concentrate power in their hands. Can our country overcome these trends and take the path toward political and civil liberties, or is this path closed for decades to come?
