Nasceu em Córdova (Andaluzia) em 1944. Doutorado em Economia e Mestrado em Desenvolvimento e Políticas Públicas. Foi Director de Gestão do Desenvolvimento Local na Comissão Económica para a América Latina das Nações Unidas em Santiago do Chile. Actualmente é coordenador do comité científico da Rede de Desenvolvimento Territorial para a América Latina.
