Vincent Osa Aghayere is a Professor of Public Admin. He holds a B.Sc(Hons)from Sam Houston State Univ., Huntsville, Texas; an MPA in East Texas State Univ, Commerce, Texas, both in the USA. He also holds a Ph.D degree in Public Admin from the Univ of Benin, Nig. He is a distinguished writer.He is currently the Dean, Fac of Mgt Sciences,AAU, Ekpoma.
