These executives of the civil service depending on the National Ministry of the Interior, sometimes enter in function and die without being recognized by the State while they are appointed by presidential order.Living in total insecurity, they are called to ensure development at the grassroots.This book has shown the attributions, tasks and importance of their role if we really want to lead the country towards a better future. Hence the need for a different way of managing these cadres in order to give them the opportunity to fully assume their function. This is the justification for this plea, which places everyone before their responsibilities.
