The computerization of state services in DRC is a main objective given the difficulties they face in their tasks. The use of network oriented programming language (PHP), SQL, HTML, and different modeling tools, allows us to develop a computerized tool with basic registration functionalities, updating, search by criteria, grouping by request in different states likely to take decisions on monitoring and control of the status of application, granting and validity of driving licenses by different actors involved in the system according to their user profiles and remote access rights. To achieve these objectives and verify the results we have used the following methods and techniques: Analytical method, Agile methods, Documentary method, Interview technique, Internet navigation technique. All these methods and approaches have led to the modeling and design of the network application integrating the functionalities corresponding to the needs of the users determined in the use case of the actors interacting with the system.
