Steven Phiri nació en 1972 en el distrito de Lusaka en Zambia. Es licenciado en Administración Pública por la Universidad de Zambia en 2000. Este trabajo fue su disertación para su Maestría en Estudios del Desarrollo en 2009 en el Instituto Internacional de Estudios Sociales, Universidad Erasmus, Países Bajos.
