In the Ethiopia case and particularly in East Shewa Zone of Oromia,children's dropping out before completing the final grade of a given level or stage of education is considered wasteful, since some dropouts do not achieve the required learning objectives and might be added to the credit of illiteracy (World Bank,2005; Bastian,2004;UNESCO,1998,1980 and 1970). Even worse,some of the dropouts happen to claim a school place some time in the form of readmission which will viciously affect class density, admission of new entrants and promotion and survival of children. Repeating a class is also regarded as a waste to the extent that it has effects such as overcrowding of classrooms;increasing unit cost and decreasing or entirely hampering the chance for new beginners to be admitted to the first cycle of primary education.
