Have the various political upheavals that nearly swept away the Congolese political system eroded the administrative power of the Head of State? In our search for answers to these questions, we set out to decipher the various supervisory powers vested in the Head of State, in the light of the political vicissitudes generated by the political arrangements resulting from negotiations or, better still, political conciliabula. In fact, the decrees and orders issued by the Head of State have sometimes gone unheeded, despite the worrying situation on the ground. Strange as it may seem, multiparty politics, accompanied by the arrival of political opponents on the scene, has certainly led to the disarticulation of political organization, without reducing the Head of State's supervisory role.
