As years rolled on, the cooperative leaders realized the importance of a legal enactment for protecting cooperative enterprises and urged through conferences, the need of such legislation. While the cooperative movement in the countries of the west was spontaneous and was a movement of the weak against the strong, in the under-developed countries the government promoted it, "not because it was desired but because it was desirable." The movement was recognized as the best means of economic development. The association between governments and the movements arose, because of the need; To give legal protection to cooperative societies and to make proper arrangement for their management and supervision, To look after the interests of the people as related to the societies, To check the misuse of privileges given to the cooperative societies; To promote the movement as it was considered desirable, as it was the best means of national development and as it provides required leadership and helps the diffusion of new ideas and techniques.
