In Ecuador, public policies at all levels of government are the result of at least two fundamental issues: on the one hand, they are the result of the participatory and institutional processes carried out by governments, whether municipal, provincial or national; and on the other hand, they derive from the approaches with which public problems are conceived, and the different strategies aimed at solving them, i.e. how they are treated. In this research work it was possible to know that the basic services policy of the municipality of Chone, implemented in the poor neighborhoods of the city, has consisted of vertical and fragmented actions that do not collect all the particularities of the problem, and that the efforts made by the administration 2014-2019 have not been sufficient to solve that issue. This is also due to the needs-based, welfare and clientelistic approach that characterizes the public management of the council of Chone.
