That the contemporary world of today has seen the diminishing rate of military activities and threats in the form of arm race, inter -state rivalry that was fought for National interest - boundary, honour glory, colonialism resources - mostly oil etc. as the cost of maintaining a standing army alone is sapping, diverting resources from developmental issues like schools, agricultural machineries to boost farming and economic development, employment, health sector, technological, scientific and industrialization breakthrough for the betterment of the masses. As succinctly put by Eisenhower thus: "the opportunity cost of modern bomber is this: a modern brick school in more than thirty cities. It is two electric power plants and each serving a town of 60,000 population. It is two fine fully equipped hospitals. It is some fifty miles of concrete highway. In short military power is regarded by many not as a means to economic well-being but as an alternative to it".
