In the agricultural context of the municipality of Venezuela there are several local enterprises that constitute innovations that typify the locality, however, the lack of knowledge, the lack of perception of the actors about the development they need causes lack of integration among them for the sake of the local development that should be projected. That is why, based on this, it was determined to solve the following scientific problem: how to insert the Local Agricultural Innovation System in the municipality of Venezuela? The general objective was identified as: to design a multi-stakeholder action plan to insert the Local Agricultural Innovation System in the municipality of Venezuela. The application of several instruments and the consultation of experts made it possible to identify the limitations and potentialities of the agricultural context and its influence on the innovation systems, and for this purpose, multi-stakeholder actions were designed that stand out for beingintegrated, contextualized and articulating the mechanisms that will guarantee the necessary coherence between local actors such as: producers, academics, scientists and decision-makers and that will contribute to development.
