The free administration and management autonomy of territorial entities in the DRC, through the notions linked to its latter, the conditions for its implementation and the state of play in its implementation, has made it possible to highlight the evolution of the free administration and management autonomy of decentralised territorial entities in the Democratic Republic of the Congo, as well as the difficulties in its implementation within local entities. Uncertainty remains over the receipt of the 40% of revenues guaranteed to them by the Constitution, and how will these entities and the provinces be free to manage their own resources without this uncertainty persisting, or being resolved and provided for by the Constitution and other legal texts relating to decentralisation in the DRC? However, although confusion still persists from the centre to the grassroots, some progress has been made in terms of free administration and self-government, which are set out in the Constitution without specifying the possible contours, with some laws such as the law on ETDs.
