This book discusses the policies of the School Operational Assistance (SOA) program that have not been effective in freeing schools from all forms of levies made on State Junior High Schools in the Badung Regency of Bali Province and have not been able to tell quality 9-year compulsory education. As one of the indicators of success seen from the APM each year experienced fluctuations, from the time the SOA policy was implemented in 2005. In connection with this phenomenon the author was interested in conducting research on the evaluation of SOA policy at the Public Middle School in Badung Regency, Bali Province. This study uses qualitative research methods with a case study approach. Research Results using the CIPP theory of Stufflebeam (2002: 302) which consists of context evaluation, input evaluation, process evaluation and product evaluation. SOA Policy in Public Middle Schools in Badung Regency, Bali Province has not been effective in freeing schools from all kinds of levies and unfinished quality 9-year compulsory education because evaluation has not been carried out linearly, comprehensively and continuously by the evaluator team.
