Climate change has caused weather changes resulting in disasters in most countries like the Philippines. The Province of Albay has experienced devastating typhoons, volcano eruption and tsunami threats due to earthquakes. Thus, the local government has formed a policy network on climate change adaptation and disaster risk reduction and management (CCA-DRRM). The policy network may be analyzed in the contexts of structure, process and outcomes. This book focuses on the policy network development process, which is composed of: network formation, institutionalization, capability building, policy making, policy implementation and sustaining the network. It shows why the Province of Albay in the Philippines was declared a "Global Local Government Unit (LGU) model for Climate Change Adaptation" by the UN-ISDR and the World Bank in 2008. Generalization on collaborative governance through policy network in Albay, Philippines reveals the unique and exemplary experiences of the province thereby providing basis for the identification of good practices in DRR and lessons learned.
